There are no really obvious postwar markings, but I think it is East German as I cannot find a record of the company before the 1950s. Brochemie Barock is based out of Dresden and supplied most of the writing utensils and office supplies of the DDR. Decent condition with some wear. The ink pad itself will need replaced or re inked.
